👮 Boulder's police oversight panel asks: 'What is our function?'

Leading today: One member of Boulder’s Police Oversight Panel says he hasn’t reviewed a single case since joining in March. “What is our function?” he asked. On Thursday, panel members will bring concerns about limits on civilian review to city council in their first direct meeting in nearly two years. Police closed at least 21 complaints before independent review under a disputed procedure that city officials say has since been paused. With a review of Boulder’s oversight system underway, members want answers about their role. John Herrick reports.

Also today: A House committee has subpoenaed Boulder DA Michael Dougherty for documents related to the office’s immigration policies. And in an update to our reporting on mayoral candidate Aquiles La Grave, the city clerk rejected most allegations in a campaign finance complaint, found two reporting omissions totaling about $280 and imposed no penalty. Brooke Stephenson reports on both.

Gradual warmup, with more storms possible

Monday brings sunny skies and a high near 73, with increasing clouds overnight and a low around 51. Tuesday looks mostly sunny, with a high near 77 and a slight chance of showers and thunderstorms that evening. Wednesday brings mostly cloudy skies, a high near 75 and a 30% chance of afternoon showers and thunderstorms.

Despite some recent rain, BoulderCAST reports that Boulder remains near a record-low precipitation total for this point in the year, while much of Boulder County remains in extreme drought.

Boulder to hold Oct. 8 forum on power outages and resilience

The city will host a community forum on power reliability and resilience from 6 to 9 p.m. Thursday, Oct. 8, at the Penfield Tate II Municipal Building.

Participants will include city councilmembers, city staff and 20 community members. Ten participants will be residents or business owners with firsthand experience of power outages. The other 10 will be randomly selected from a pool of people who live or own businesses in Boulder.

Those interested in participating must sign up by 2 p.m. Sept. 30. The forum will also be open to the public in person and online.

The event will include a staff presentation, questions and small-group discussions focused on the effects of power outages, community vulnerabilities and ways Boulder can strengthen its resilience.

Boulder County pauses compost facility plans, shifts to other waste-reduction projects

Boulder County commissioners have paused plans for a regional composting facility and will instead focus on other waste-reduction projects, according to the county.

The county began exploring its own facility in 2023 after A1 Organics, the region’s primary commercial composter, stopped accepting materials including paper towels, coffee filters and compostable serviceware. A feasibility study found that a county facility could generate $2.8 million in revenue, divert 20,000 tons of material from landfills and attract broad community support.

But a new facility would not immediately be able to accept the materials restricted by A1 Organics. The search for a site also stalled after Longmont ended discussions over a land swap that could have opened a protected property to municipal use.

“Our feasibility study showed that we can build and operate a successful regional compost facility if and when the right space becomes available,” Commissioner Ashley Stolzmann said.

The county will now explore food-scrap and yard-trimming drop-off sites, expanded use of finished compost and new grant programs.

Monthslong road closures possible for 61st Street-Valmont Road project

Boulder County staff will present final designs and construction plans for the 61st Street and Valmont Road intersection during a webinar from 6 to 7 p.m. Tuesday, Sept. 22.

The $3.9 million safety project will reconstruct the intersection, add buffered shoulders and create an off-street waiting area for cyclists making left turns. Construction is expected to begin in spring 2027 and take about eight months.

Possible traffic impacts include full closures of 61st and 63rd streets. The county said 61st Street could be closed at Valmont Road for several months. The project will be funded through the county’s transportation sales tax.
