Boulder modular home factory lawsuit dismissed; Judge cites school district’s ‘sovereign status,’ clearing path for construction

The group of residents sued the Boulder City Council, the City of Boulder and the school district, alleging that the underlying zoning rules prohibit the operation of the factory. But the judge ruled that the local zoning rules do not apply in part because the city is partnering with the Boulder Valley School District, which has a “sovereign status” that overrides certain local zoning laws.
